Welcome to the Georgia Conservation Voters Legislative Newsletter. This letter will be circulated frequently during the 2006 legislative session in efforts to keep you abreast on issues of particular interest to you on environmental legislation.

 Legislative Crackdown on Litterbugs
 House Bill 1320 Passes House

litter bill Litterbugs beware. Anti-litter legislation, HB 1320, passed the House on Thursday that would create stiffer penalties for people caught littering. The bill, sponsored by Rep. Lynn Smith and championed by the Governor, passed 156 - 12. HB 1320 is a strong piece of green legislation that accomplishes several things.

Named the Comprehensive Litter Prevention and Abatement Act of 2006, this bill consolidates statutes that made enforcement confusing and difficult. In addition to providing for stiffer penalties and better enforceability for those caught littering, HB 1320 offers provisions on the dumping of all types of material, including solid and hazardous waste, and on dumping or littering in Georgia's waterways.

 


 Lobbyists Gear Up for a Long Monday
 Crossover Day: Monday, March 13th

Picture of Capitol The 30th Legislative Day, also known as Crossover Day, is right around the corner. Monday, March 13th will be a long day for legislators and lobbyists alike as they hammer legislation through into the night. Bills that have not passed their chamber and crossed over to the other chamber by the end of the day on Monday will be considered dead for the 2006 legislative session.

The day, though long, offers a spring cleaning of bills that are being tracked. It is important to note, however, that bills that are "dead" for the session often can emerge in the form of amendments to other bills. Likewise, bills that we are following that have passed to the opposite chamber can still be amended positively or negatively, potentially changing our position on a bill.
